Must be the Ebeneezer Scrooge in me ("Humbug!") . . . but is this a high-tech solution to a low-tech problem?

Might better &lt;i&gt;minimum&lt;/i&gt; standards for locks, prominent cycle parking (how come it's always tucked out of sight?), and good old fashioned tar'n'feathers for bike thieves be an easier solution? ;-)
